WHY DIDN’T U.S. SHOOT DOWN CHINA BALLOON EARLIER?

The United States was compromised by the invasion of our airspace last week by the People’s Republic of China by sending a balloon (spy or otherwise) over our northern tier states, sweeping through our heartland and eventually ending up off the Atlantic coast. Balloons have been used for military warfare for centuries dating back to 1794 during the French Revolutionary Wars; also our own civil war (yes, it did happen) had these used on both sides.
