Updated: Tourism protest claims conflicts of interest

Switzer said Tuesday he would try to address the protest this week.
Posted 4:05 p.m., Monday, Dec. 8: Just before 4 p.m. Travel Klamath officials filed a formal protest against the county for awarding a new tourism contract to the Klamath County Chamber of Commerce. Travel Klamath is the current contract holder.
Posted 2:30 p.m., Monday, Dec. 8: The current holder of Klamath County's tourism services contract has yet to file a protest against the county for awarding the new contract to the Klamath County Chamber of Commerce. Travel Klamath has until 4 p.m. today to file the protest. Bonnie Grant, contract specialist with the county's contracts department said a Medford attorney called asking questions about the situation but there was no assurance a protest would follow.
A Travel Klamath board member said Thursday there was a strong chance the organization would file a protest the county's decision. Check back at breaking news updates and Tuesday's Herald and News print edition for updates.

Travel Klamath did not lose because their plan was inferior - they lost because these two commissioners that refused to recuse themselves thought up a hair brained scheme to break the tie that involved having the two finalist groups talk about each other's presentations - say what????
If that isn't the most rinky dink scheme ever hatched - what is? Then they said Travel Klamath wasn't animated and enthused enough in their evaluation of the other team's presentation for the tie breaker. Since when does evaluation of another's presentation hinge on "animation and enthusiasm" by the second party? What? What? What? "

Travel Klamath lost the contract because their proposal was inferior. This might be too mundane, or simple for you conspiracy fans, but it is the truth.
Our great community does not elect officials that engage in the activities you suggest in your false accusations, election after election.
You should appologize to John, Al, and our entire community for continually making false accusations. You should also appologize to the fine men and women associated with the Chamber of Commerce for your relentless remarks that diminish their outstanding effort that won them the contract. They won on merit, and not based on some weird conspiracy that you folks just won't let go of.

At least we have one honest commissioner that excused himself from the process. The other two should have as well. I believe that this was all pre-planned as well.
We have to have checks and balances in the politial system. The scoring was the culmination of the total sum of a multitude of scoring categories, not just "a score". John and Al are honest men and wouldn't even try to manipulate things. In this case, there were so many categories that had scores of 5 and 10 points, it wouldn't be possible.

It is very simple. They got together beforehand each one told them what they were going to score to make it a tie. They decided to get together and make it look like a tie so it would LOOK like there was NO way possible for this to happen.
What they didn't realize was just the total opposite happened. ONLY preplanning this vote was the only way that this could happen.
They then pre planned that after the public THOUGHT this was a tie, that they will then award the contract to the Chamber.
What more proof do you need, it is only obvious that this is the only way that this could have happened. What PROOF do you have that they didn't do it this way. Obviously they can't fall back on their moral character, because that was lost a long time ago.
I do not have a dog in this fight, I don't care who gets it, I just want it done fairly, and I want these two to pay for their little "indiscretion". "

As has already been pointed out, Dawnn Brown was the Great Basin Visitors' Association director before Bill Brown was elected as county commissioner.
For those whining about a conflict of interest ... I know you all realize that EVERY county department has a BOCC liaison. For example, Al Switzer is the liaison to the museums. Should he be required to recuse himself from any decisions involving the museums? With that logic, a "conflict of interest" argument could be made for any decision our commissioners make.
As for liaison appointments that aren’t directly related to county departments, Bill Brown is the liaison to the Regional Workforce Investment Board (succeeding John Elliott). Should he be required to recuse himself from any decisions involving KLETI or the local RWIB? You'd better believe he didn't see a conflict of interest there, or in sitting on the TOC/OWA board, which will ultimately decide what happens as a result of KLETI's issues, and potentially could cost this county a lot of money. You might also be interested to know that until just a few months ago (don’t know exactly when), Bill Brown was sitting in the same advisory position with the Chamber that Al Switzer is being accused of exploiting. Sure wish I knew why that change was made …
Furthermore, how is an independent panel going to weigh past performance or the ability to perform certain services without the luxury of assessing all the feedback - both good and bad – that our commissioners have gotten over the past five years? How is it fair that our county commissioners would have to live with a decision that DIRECTLY impacts the perception of how well they are doing their job, if they didn't have anything to do with the decision?

The county they ruled was devastated, the store fronts in town were desolated. But they didn't care, as they combed their hair laughing about what they instigated.
These two brought nothing but grief, and this little town was in disbelief. But in the end the people observed, and the great people here were unnerved.
All these great people set out in mass, and a recall was initiated finally at last.
The final vote was in and all the towns people did grin. Al and John were abhorred and dignity to Klamath was once again restored "

The tourism mess has its roots in another administration (ask Nell). The Chamber feels an "entitlement" to the tourism money, thus former EO Bailey's and former Chameber Pres. Weldon's voracious attacks and persual of the money in 2002-2004.

Why don't you research this and then contact the county to ask them about it. Then, you can contact the newspaper and inform them. Here's a hint to start your research: Public contracting law in non-charter counties is governed by Oregon Revised Statutes, many of which are referred to in the RFP. Might want to start there. "

My questions are:
1) The RFP for this contract was issued on October 14. Why are you just now asking about an audit, and why didn't you mention that the sample contract in the RFP and general standards for public contracting require annual audits on public funds? Have you asked the Chamber or the County if this contract will require ongoing audits?
2) Why didn't TK cite their protests before the presentations (and according to an appeal process that is BUILT IN TO THE RFP)?
It's because Dawn and Bill think everything that happens in their life is some kind of personal attack, and their only effective way of communicating that is recruiting irrational people like you to continue making false accusations and citing incorrect information. They have lost enough credibility that they have no influence in making their case civilly or constructively, and their only way to cope with that is lashing out after a decision is made.
You, Bill and Dawn continue to make issues out of non-issues, and it is damaging this community and crushing the spirit of many good people who are genuinely trying to make a difference. "

At the sole direction of Dawn, Travel Klamath decided "who, what, when and where" our tourism promotion investments were made.
As a tourism business owner I was told by Dawn and I quote " If you don't join my association I will not promote your business". In my book that is blackmail, It didn't matter that she had thousands of dollars of public money to promote tourism and the local providers. It was and is all about the money and the power over people it gave her.
Her own hand picked board of directors resigned and no one wants to talk about it or investigate the facts about the departures. I have been told this is because the parties involved know that she will 'punish' them if they speak the truth.
Bill Brown went on a mission to investigate the likes of KCEDA and KLETI but didn't lift a finger to look into the financial dealings of Travel Klamath. I know there were trip, meals and other expenditures that are questionable, but there was no one to investigate this contract.
As to the reputation of Travel Klamath, take a look at her work. She only promoted the people that went along with her. There are plenty of businesses that were 'banned' because we didn't like what she was doing.
Before this contract was awarded, Dawn stated publicly that she was going to fight anyone who got in her way and if she lost she wasn't going to share the resources that have been developed over the past 5 years. After all, it's her money, not the counties.
She only wants the money and the power, to hell with what is best for the promotion of tourism in our county.
She needs to go. "

This is the 2nd time that both John and Al have been involved in with the process and the 2nd time it has turned into a complete fiasco.
I could care less and have no intrest in who wins, as long the winner won on the merit of thier proposal as apposed to being victimized by people with an axe to grind.
