Under charter, people would decide tax hikes
A letter appeared Sept. 7 titled: “Charter mimics city system, which includes higher taxes”. Had the writer actually read the Klamath County Charter, he would have read these words:
“Article VI: Powers of the BOCC: Section 3. Limitations of Powers:
“1. Any new form of taxation must be approved by a vote of the people of Klamath County. For purposes of this section, taxes are defined as income taxes, property taxes, personal property taxes, fuel taxes, use taxes, sales taxes, and excise taxes. New taxes are defined as any tax not in place and being levied at the date of approval of this Charter.”
Under the charter only the citizens and voters of this county could raise present taxes or impose new taxes. And, in most elections, that would require a double majority.
With regard to the city of Klamath Falls’ property tax rate: The present rate has been the rate for decades. The present rate was established years ago and has been unchanged. Further, the city tax rate does not equate to “$1,589 per year for a $100,000 home.” Since the assessed value of a home is only 45 percent of the real market value, $1,589 would be the average tax on a $222,000 home.
The writer further suggests that the Klamath County Charter mimics the city of Klamath Falls’ government in that City Council members “are paid very little” and the charter commissioners will be “paid very little.” City Council members are paid $100 per month; The Klamath County Charter will pay the commissioners $1,000 per month plus medical insurance at $585 per month, or, if they don’t need or want the medical insurance, their pay would be $1,585 per month. That is just about the same as state representatives and state senators.

Yes there are three in there now, two making bad decisions. And before you say I must be his friend, I don't know the man, but should would like to.
Can any of the non supporters of this charter debate any issue without calling people names? You sound like a democrat reaching for straws because of Palin. Oops, I hope I didn't offend anyone by calling them a democrat. Sorry. "

In 2007, there were 17 severely distressed counties in the state of Oregon, Klamath was one of those counties coming in as #5 of the most severly distressed counties in the state.
Something different has to be done, we cannot afford to go down this same road. I don't know if the charter is the way to go or not, but it has to be better than what we have.
The "with vison" poster is very wrong, it is too bad he or she puts out this mis-information. A little research would save him/her a lot of embarrasment. "

I do have to say one thing tho. One of these poster say something like you wouldn't admit to something good that they did.
I read that and thought for quite some time. I googled Klamath County Commissioners, I looked through some of the minutes. Other than approving liquor licenses, and trying to cover thier tracks with a letter to the editor written by someone names Shaw, I can't see any "major" accomplishments.
I'm glad this person asked this question, because I now know that they do nothing except "socialize" on these Washington DC trips.
I'm voting yes for the charter. "

Now you stoop to the level of calling all the voters of Klamath County a bunch of hillbillies. Shame on you. You are the exact reason why we need change.
Lets break down some of your statements: #1We want commissioners who have vision and goals to continue to make Klamath County a place people want to visit and live in.
Ok, after reading this, I can hear the theme "Glory, Glory Halleluah, playing in the background. Other than telling the county they are broke, laying off employees on a yearly basis, desamating the Sheriff's Office so it is losing there deputies to the City Police because of "stability", greasing the palms of the airlines so we can have higher fairs, can you name an equal amount of "good things" that they have brought to this county?
Statement 2: So, you want someone who lives in a poor area to represent you, dressed in bib overalls while representing us in Salem or Washington D.C.?
Exactly, you are now getting it. What good things have these commissioners brought to Klamath County by visiting Washington DC....Oh Yea, NO TIMBER MONEY. Was the loss of these funds a surprise to them? Aboslutely not. 2004, they were advised that these funds will be going away. What proactive steps did they take to assure this county would be funded?
Statement 3: There are other countys that are on the verge of bankruptcy, no law enforcement.
Name One. Talk about not knowing anything. Law Enforcement is mandated by law. The level of law enforcement is up to the commissioners. There are two counties that took major hits, Klamath and Josephine. Both being ran by incompetant people. At least the other counties took measures to assure services when the federal Government said NO MORE TIMBER FUNDS.
I made my statement about once upon a time because there are people like you that do live in this fairy tale land that think all is rosey in Klamath County. It's time to crawl out from underneath the rock, and open your eyes. "

Reallity is no one can find these two (soon to be 3) commissioners to put them on this pedestal.
Our tax dollars at work.
Personally, I want a person that knows what it is like to live in the poorest county in the state. I don't want a stuff shirt that has a smirk on thier face (see H & N 9/8/08) pretending to know what it is like.
I want someone that will listen to me, roll up his/her sleeves and not be afraid to get himself/herself dirty. 3 piece suits don't cut it in the real world.
I want someone that know rural Klamath and can make decisions based on life experience. Not decisions that they have to "google" to know what "Friesian" means, or what a milk flow meter is.
I want people that live by me, representing me, I don't want 2 stuff shirts representing everyone. "

You should have started your sentence off "Once upon a time, a long, long, time ago, in a land very far away.
Nice try though. Any voter can see through that smoke screen, which one are you Al or John? "

Websters describe "Open Door Policy" as: admission or access; unrestricted opportunity.
When these commissioners say they have an "open door policy", they open the thier doors to "Unrestricted Opportunity".
So NO, a phone call is not needed. Now if the Commissioners want to change thier "Open Door Policy", they should, or be available to members of the public when they "show up" without calling.
Anything else that you need to have explained, please ask.
Have a nice day. "

don't want only one commissioner to represent me...I want all three of them.
If you want to see one of our commissioners, just call the office and make an appointment. Isn't that what you do before you go see friends, or do you just show up and expect them to be there when you are?
The idea that the commissioners don't know anything about the area you live in is laughable. "

Use paragraphs.
Simply stated, why should someone from Pine Grove represent me in Gilchrist. Why should someone in Keno represent my freinds in Bonanza?
Please forgive me for plagerizing the below information, but I saw this one post a while back and fortunatly, I was able to find it. This is was stirred me in the right direction was I will be voting yes. Whoever the author of the below comment was is brilliant, thank you.
" Currently you do not have 3 commissioners representing you; you have 3 people representing the County, not you. Any of these 3 commissioners do not care about you.
When you have personal representation, it is just that personal. They say now that they have an "open door" policy, but I challenge any one of you to go down to the commissioner’s office and ask to speak to Al, or John, the canned response is "I'm sorry, they are not in the office today".
When you go down there everyday, and get the same response, kind of makes me wonder where our tax dollars are going.
If we vote for personal representatives, you are voting for people that care about you, and the area that you live. They will care about that train horn that you live by because they live by it to, they will care about the subdivision going in by your house because they live by it to. They will care about the person that has a junk yard in front of his house, because they will live by it to.
These people will be the average voter and will see what life is like in our area without blinders on. Because of the sometimes volatile responses from opponents of this measure, I cannot list my address, but I can guarantee you that If I go to the commissioners office and if I'm lucky enough to talk to a commissioner the one time a month he's in the office to talk about a problem in my area, he WILL NOT even know where my area of Klamath County is.
This is why we need representation by districts, that is why having 5 commissioners is better than three.
See, pretty simple.
Do you see my point? " "

I ask you, SOOOOO. You go on to say, "Why would we really trust the fact that he would tell us the whole story". For the same reason you expect me to believe the commissioners are not hiding money.
See, it goes both ways, you say the supporters cannot be believed, I say the non supporters cannot be believed.
Commenting in these forums are not going to make this fail, or make it pass. You as most non supporters think that the voters of Klamath County are stupid, and will listen to you.
I am here to tell you we are not stupid. Anyone has access to the Charter and can read it and make up thier own minds. You and your non supporters of this Charter continually bash people that are in support of it, and that only makes me think of one thing....WHAT ARE YOU HIDING?
Leave us alone, let the voters make the choice, your lies will not help. "
