Charter mimics city system, which includes higher taxes
Sunday, Sept. 7, 2008:
As owner of properties in Klamath County, I worry about property taxes going sky-high if Klamath County voters approve the charter. My concern is the similarity of the existing city of Klamath Falls government to the proposed Klamath County charter government and how that encourages higher taxes.
The city has five non-partisan City Council persons elected by specific areas and they are paid very little. The proposed charter county government would have five non-partisan commissioners elected by specific areas and they will be paid very little.
The city has a city manager responsible for the managing the city government and is paid high wages. The charter county government would have a county manager responsible for managing the government and will be paid high wages.
The city of Klamath Falls presently has the highest property tax rate in the county, $15.89 per $1,000 in assessed valuation, which means $1,589 taxes per year for a $100,000 home.
Compare that to the lower tax rates per $1,000 assessed valuation of other county areas: Gilchrist, $7.59; Crescent, $10.55; Chemult, $9.83; Chiloquin suburbs, $8.87; Fort Klamath, $7.59; Sprague River, $7.59; Bonanza suburbs, $9.36; Malin suburbs, $9.37; Merrill suburbs, $9.65; Midland, $10.76; Keno, $9.38; Paradise Hill, $9.71; Running Y Ranch, $10.65; City of Chiloquin, $13.95; City of Bonanza, $11.13; City of Malin, $14.43; City of Merrill, $12.77; Bly $15.18.
Harry Truman said, “the buck stops here,” but it has never been clear who is in charge in the City of Klamath Falls and taxes have rocketed. Also, the other “city” taxes are high. That is, in part, because city governments are a duplication and more complex than our present county form of government with three in charge.
Keep our taxes low and keep our commissioners in charge. Vote no on the charter.

" Those of us who oppose the charter do not have any fear, because this poor piece of work will NOT pass!! Golly, when you talk to the average citizen they think this is the stupidist thing they have read and do not want this change. So, no "stooping" to fear, only telling the truth of the actions and words of some of those who are for the charter. Numerous people have seen and heard them and just walk away shaking their heads. It is NO on the charter. "

We people with intelligence can see through the lies. If this is what the opponents have stooped to, it must because you are now scared that this will pass.
This reminds me of the Democrats now saying nasty things about Palin, because they are scared of her.
Shame on you. "

" I, too, witnessed the rude behavior of the pro charter people! Wow! They used abusive words, slander, and even had the nerve to speak lies. If this is the type of people who want to run our county, God help us!!!!! I heard and saw with my own eyes this kind of behavior and had to shake my head at it. The people who were in the booth, remained calm and I did not hear one word of abuse or anger against those who were. Just watching and hearing what I did, makes me even more certain that I will vote NO on the charter. "

He's the same guy that says the county is broke, lays off employees, them pulls out a hundred grand to grease the palms of the airlines.
Yea, I'm going to believe him.....NOT "

" Where did the idea come from that Al and John are always on one side of an issue and Bill is always the opposing view? Commissioner Switzer gave statistics once that showed how many times it was John or himself who were the one opposing view and how many times the vote was unanimous. If you can't back it up with statistics like he did, shut up. "

" I was around people who support the charter and those who oppose it when attending the Butte Valley Tule Lake Fair. The people who oppose the charter had written information that was informative and there were no insults, abusive language or yelling. There were pro-charter people whose attitude was exactly the opposite who were insulting, abusive and yelling. I have to agree with LT that with Bill Brown as your example and leader, how could you be anything other than what he is.
If that's the reputation you want, then I don't want you leading my county in any capacity. "

" LT: Please point out to me and the rest of the readers where my post seemed "Offensive". My last one wasn't, but this will be.
I see you won't debate any of the facts that I put forth. You can't debate that the city has a well staffed police force, you can't debate the fact that the City doesn't have yearly lay offs like the County does, you can't debate the fact that downtown Klamath Falls is actually a place that people want to go to now.
If you are in local politics like your post says, your the reason that this County needs to go to the Charter. If you are a local politician like your post says, and you cannot read a simple paragraph and get it right, then again, your the reason we need to go to the Charter.
I have no camp, I'm an individual that lives in county that is tired of the way this county has been ran for the last 12 years.
This Charter is exactly what this County needs. Even if it doesn't pass, at least it got you and the rest of the politicians attention which I for one am thankful for.
For these reasons, the City is a proven form of Governement that works, and they have the services to prove it. If my taxes go up to 15.89 per 100,000 and we get what we pay for, I'm all for it. But I would not trust these commissioners with my money proven they cannot propery manage what we already give them.
Yes, this one was offensive, just like yours. "

" Anarchy, Your tone is somewhat offensive but then again most charter proponent's tones are offensive. Is it because you all believe that if you scream and yell loud enough in order to offend enough people that you're objective will pass? I'm not sure that is the best strategy... then again when your one Political Warrior is Bill Brown... I suppose your actions are simply a reflection of leadership. The idea that 3rd Thursdays, 4th of July Parades and Farmer's Markets are an indication of a healthy community of bogus. People don't care about seeing their government run like a business if it doesn't produce results; and contrary to your camp's view a large savings account isn't a positive result... proficient government that adequately meets the needs of a changing community and a changing constituency is what is important. A mirror reflection of the City's Government at the County level would be detrimental at best and truly a tragic mistake. Then again I'm just one of those "Stupid" non supportors so what would I know I've only been involved in County Government for over five years, silly me for thinking that having an opinion was a constitutional right. Facts helpful wrote on Sep 7, 2008 9:49 PM:
" This was the best letter and explanation I have seen. First of all, the last thing anyone in the South Suburban want is annexation into the city!!! They have tried to do this in the past, so it looks like one of the hidden objectives of this charter is to annex us. ABSOLUTELY NO WAY!!! The City government is disfunctional and a nightmare. Look at the taxes they pay! We do not want this. Please vote NO on the charter. What are the other taxes that the city residents pay? This charter opens the door to such taxation as: fuel, excise, luxury, personal use taxes, and it goes on and on. Even a business tax can be put before the voters over and over and over again until they get it. And, if they call special elections to pass these taxes, it will cost $50,000.00 just to hold these elections. So, they say there is savings in a charter government. Don't believe them Multnomah County, which is a charter county, passed a permanent business tax. Again, No on the charter!!!! "
Anarchy wrote on Sep 7, 2008 9:45 AM:
" It appears that the charter does mimic it in a way, and what is wrong with that? They have a well staffed police force, they bring businesses into downtown, they have a beautified downtown, have excellent events such as the 3rd Thursdays, Farmers Market, 4th of July celebrations, street lights, I can go on and on.
What does the county have, A sheriff's office who loses employees to the City Police because of higher wages and stability, street lights that don't work allowing people to get ran over at night, the yearly lay off of employees increasing the unemployment rate in Klamath County, doing nothing to bring in businesses other that scaring them off. "Finding" (I use that word loosely) money to bail out airlines.
We voters in Klamath County are not as stupid as the non supporters of this Charter want us to think we are, we can see between the lines in the running of this county.
I am a county resident, more than happy to pay a little more to have the services that the city has. If it takes getting this charter voted in to do it, then so be it.
At least the city has 5 different voices in their administration instead of 1 like the County has now. We may have 3 commissioners, but with the loss of Bill Brown, the 3 we will have will do everything that one of them tells them to.
We need to stop this anarchy now, and vote yes on the charter. "

" yes, it duplicates the Cities form of government exactly. How well do like you that, a lot of people say that " you might as well be talking to that wall as to go to a City Council meeting and change their minds". Change their minds means that they have already made their minds up. Ever see all of them come out of their little pre-meeting room just prior to the meeting, it is not an easy feeling. Is this the best the Charter People could come up with, which is to duplicate the City. I personally like the idea that has been floating around of 5 full time representatives and no administrator. Your right, it is going to go down in defeat, but I think it is a good idea, and I'm going to vote yes. I know that the local politicials have a lot of friends around here and a lot of pull, so this will be defeated on those merits alone, not because it is a bad idea. "
